Competent persons and authorized and qualified yards and workshops approved for certification of cargo-handling appliances

Explanations regarding qualified yards, workshops and competent persons approved for certification and control of cargo-handling appliances on ships and fishing vessels and deck cranes on mobile offshore units.

Annual thorough examination

Annual thorough examination shall take place at least once every 12 months. We accept that the inspection is performed +/- 3 months from the date stated on the certificate.

Every five years cranes shall be examined and tested. The examination and testing can at the earliest be performed 6 months before the date stated on the certificate, but no later than the date on the certificate.

Mobile offshore units
A competent person is a person authorised by the Norwegian Maritime Authority to carry out design/construction, calculations, inspection, testing and certification of deck cranes on mobile offshore units or components thereof.

Competent persons are divided into two categories
a) Category A-1: Persons authorised to carry out initial certification of deck cranes. In order to obtain such authorization, the applicant must document relevant higher technical education and experience and, in collaboration with an authorized yard or recognised class society, have carried out or been responsible for design/construction, calculations, examination of workmanship, testing, inspection and certification of a complete deck crane arrangement, to the satisfaction of the Norwegian Maritime Authority. A competent person Cat. A-1 is also authorized as a competent person cat. B-1.

b) Category B-1: Persons authorized to carry out periodical certification as well as the certification of existing deck crane arrangements after minor repairs. In order to obtain such authorisation, the applicant must document relevant higher technical education and experience and, in collaboration with a qualified/recognised yard or recognized classification society, have been responsible for periodical (5-yearly) examination/inspection, testing, survey and certification of a complete existing deck crane arrangement to the satisfaction of the Norwegian Maritime Authority.

Ships and fishing vessels
A competent Category A person has been approved by the Norwegian Maritime Authority to make an initial certification of cargo-handling appliances on ships and fishing vessels.

A competent Category B person is approved by the Norwegian Maritime Authority to undertake a periodic certification and certification for minor repairs of existing cargo-handling appliances on ships and fishing vessels.

An authorised yard or workshop is approved by the Norwegian Maritime Authority to produce, control, test and certify cargo-handling appliances on ships and fishing vessels providing that the yard/workshop has a permanent employee or associate competent Category A person.

A qualified yard orworkshop is approved by the Norwegian Maritime Authority to carry out periodic control, testing and certification of cargo-handling appliances on ships and fishing vessels providing that the workshop has a permanent employee or associate competent Category B person.

Additional Approvals
A competent Category A -1 person is also approved as A, B-1 and B.  A competent Category A person is approved as a competent Category B person. Category B-1 is also recognised as B.
