1. Certificate for all passenger ships engaged on international voyages, and Class A and B ships engaged on domestic voyages.
  2. Only insurance companies which are pre-approved by the Norwegian Maritime Authority will be accepted.
  3. The Norwegian Maritime Authority (NMA) issues PLRs for Norwegian and foreign ships.
  4. Only ships from flag states on Paris MoU’s “White list” are accepted.
  5. The most common reaction to missing certificates and insurance is detention.

Ships with insurance requirements

  • Passenger ships Class C and D and lesser trade areas

These ships have insurance requirement, but are not required to have a PLR. The insurance does not cover joint responsibility for terrorism episodes, cf. the Norwegian Maritime Code of 24 June 1994 No. 39 section 418, and the Regulations of 9 December 2013 No. 1552 section 17 (3) on insurance and other security for liability pursuant to certain provisions of the Norwegian Maritime Code.

Ships without PLR requirements

  • Passenger ships licensed to carry 12 or less passengers have      no insurance or certificate requirements.

Insurance and certificate requirements are laid down in the Norwegian Maritime Code of 24 June 1994 No. 39 section 418, and in Part 3 of the Regulations of 9 December 2013 No. 1552 on insurance and other security for liability pursuant to certain provisions of the Norwegian Maritime Code.

The requirements are based on Norway’s ratification of the Athens Convention and protocol. The main points of the Convention and protocol are implemented into the Norwegian Maritime Code of 24 June 1994 No. 39 Part 15 and Part 3 of the Regulations of 9 December 2013 No. 1552 on insurance and other security for liability pursuant to certain provisions of the Norwegian Maritime Code. The Norwegian Maritime Authority (NMA) issues PLRs for Norwegian and foreign ships. Note: The Norwegian Maritime Authority gives priority to Norwegian ships, but applications from foreign ships will also be considered. Only foreign ships from flag states on Paris MoU’s “White list” are accepted and the flag state must not have ratified the Athens convention relating to the carriage of passengers and their luggage by sea.  Foreign ships that can document that they are calling at a Norwegian port will be prioritized.

The application

The application must include the following information:

  1. A “non-war” declaration from the insurance company (non-war blue card) in      respect of the “non-war” risks under the PLR
  2. A “war” declaration from the insurance company (war blue card) in respect of      the “war” risks under the PLR
  3. Name of ship, and IMO Ship Identification Number
  4. Name and address in full of the receiver of the certificate

The NMA will accept PLR Blue Cards from an:

  • insurance company member of a P&I Club, within the International Group of      P&I Clubs, provided the validity of the insurance can be verified on the P&I Club’s web page
  • insurance company within EU/EEA registered for transboundary enterprise.

Insurance companies which are members of the International Group of P&I Clubs or which are registered in the EU/EEA area and have registered cross-border activities will be automatically approved upon application. Insurance companies which can document being approved by other flag States that are members of the Paris MoU will in principle be approved. Other insurance companies must document their economic power in order to be considered for approval of the Norwegian Maritime Authority.
