The purpose of the Convention is to ensure that fishers have decent conditions of work on board fishing vessels with regard to minimum requirements for work on board, conditions of service, accommodation and food, occupational safety and health protection, medical care and social security.

Most of the provisions of the Convention are already laid down in Norwegian legislation, but some amendments have now been included in Norwegian regulations. These provisions have been circulated for review in the industry.

Simultaneously with the introduction of ILO 188 in Norwegian legislation, the validity of the Trading Certificate of Compliance for fishing vessel is extended from 4 to 5 years.

The most important amendments to the legislation include:

  • Requirement for certificate for working and living conditions for fishing vessels of:
    • 15 metres in overall length and upwards certified for Deepsea fishing I or greater trade area;
    • 24 metres in length (L) and upwards certified for Bank fishing I or greater trade area.
  • The requirement for crew list has been moved from the Regulations on supervision of maritime service to the Manning Regulations 09. The requirement still applies to alle vessels irrespective of size. A new requirement is that the company shall have a copy of the crew list ashore, which could be in an electronic format.
  • Furthermore, fishing vessels of 24 metres in length (L) and upwards are now required to carry a safe manning document showing the vessel's minimum safe manning. Fishing vessels the keel of which is laid or which are at a similar stage of construction on or after 16 November 2017, shall submit a proposal for safe manning to the Norwegian Maritime Authority within 1 July 2018. Fishing vessels the keel of which was laid or which were at a similar stage of construction before 16 November 2017, shall submit a proposal for safe manning to the Norwegian Maritime Authority within the vessel's first certificate renewal after 1 July 2018 and not later than 1 January 2020.
  • New requirements related to work by and placement of young people on Norwegian fishing vessels.
