As of 1 January 2021, fees will not be refunded for rejected applications.
In the budget resolution for 2021 passed by the Norwegian Storting on 19 December 2020, it was decided that applicants who have their applications for maritime personnel certificates will no longer be entitled to a refund of any paid fees.
This is a change from previous practice, when applicants who had their applications rejected would receive a refund.
The change came into effect on 1 January 2021.
You can apply online for the following maritime certificates:
- Deck Officer (D1, D2, D3, D4, D5, D6)
- Pleasure Craft Operator (D5L, D5L/A)
- Engineer Officer (M1, M2, M3, M4)
- Assessor and High-speed Craft Assessor
- IGF (LFF)
- Polar Code
- Tankerman
- Rating Forming Part of a Navigational Watch or Engineering Watch
- Able Seafarer Deck
- Able Seafarer Engine
- Operator of Fast Rescue Boat and Man-Overboard Boat (boatman/lifeboat operator)
- Electro-Technical Rating and Electro-Technical Officer
- Master Fisherman, Class A, B and C
This applies to both initial application, renewal and duplicate.
You must still apply manually for the following certificates:
- Boating licence and ICC
- Qualification document for second engineer officer on fishing vessels and chief engineer on ships with propulsion power of up to 1500 kW in trade areas 3 and 4.

If you do not want to apply online, you may submit an application by post. Paper application forms can be downloaded and printed here. Keep in mind that you have to complete, sign and submit the forms by post. You must also remember that the certification fee must be paid before the application can be processed. All paper attachments to the application must be certified (with a "true copy" stamp) by a public authority.
